Nah, if you read, you can target your single app to not just one device or multiple devices but multiple device families as well. UWP allows you to make a single app (in this case Forza Horizon 3)and push it to multiple devices across multiple device families. Fortunately, it allows you to choose specific feature sets over multiple devices as well as multiple device families. They could technically push Forza Horizon 3 to the Windows 10 phone, but in order for that to work (for obvious reasons), UWP allows them to customize the API before it is pushed to the Windows 10 device (because it would be impossible to push the 100% exact same code to different devices or different families). If that were the case, developers could push the PS Pro game coding to the PS4, which they cannot. With Forza Horizon 3 getting pushed to PC and Xbox, they are the same code, same game, both running Windows 10. UWP allows them to say (in laymen's terms) "If Xbox, then driver X (for the default GPU)" and "If Xbox, then RAM X" If PC, then driver x, y or z). Same game, same code, same online, same shared file, same purchase, same ID, same store, but has the ability to take advantage of a device's specific attributes not available on another Windows 10 device.

The PS4 Pro can play your normal PS4 discs just fine, you can't play an X1 game on your PC though.

Also, The Witcher is a PC exclusive, so it IS an exclusive of "any form".

PC, Xbox One and PS4 all use blu-rays and internal storage on HDDs as their storage mediums, so according to you they're all the same platform? The same goes for 360 PS3 and PC, because they all use DVDs, right?

The Metallica album is also available on CDs and as MP3 files, so no, it's not exclusive. Just like Forza Horizon 3. ;)

secondly, I said it was exclusive to one service.. it is exclusive to Xbox Live.. that's a fact.. it's also a fact that Forza Horizon 3 is not exclusive to the Xbox One console.. that's also a fact.. just because you prefer one fact doesn't discount the other fact..

thirdly, I've been visiting and posting on System Wars for years and I don't live in a bubble.. I follow the industry and I'm a fan of the medium.. And as such, I care what the head of Xbox has to say in terms of the direction he is taking the Xbox division.. if you choose to live in a bubble, fine.. that's probably explains why you're having such a hard time understanding the shift from hardware importance to ecosystem importance.. you can call Forza Horizon 3 multiplatform all you want.. that doesn't change the fact that you're playing a game that's available exclusively for the Xbox brand/service..

That's not true at all, there's only a slight difference in the way of development, but it is actually the same code...

For UWP they start from the same base code, and then adjust it slightly to match the specific device. In this case you have 2 pieces of code, but both practically the same due to the base code.

For PC they just put EVERYTHING in the same code to match all PC's. In this case you have 1 piece of code, but created to work on a lot of different devices.

They could've easily put the "special" Xbox One code in the PC code, but that's just bad programming towards the future in case of updates, which is why they split it.

No and unless you can prove to me that you can physically install UWP xbox games on PC you have nothing,it is the reason ID call MS on the whole shit just like DX12 also requires 2 different sets of codes because of how different PC vs XBO is.

No there is no adjust for different device we are talking about the PC version working on all windows 10 PC but the xbox one version doesn't work on PC or the PC version on xbox so it is now just a slight adjustment,they have completely different installers in the same sense games on mac and PC have.

I assume that to mean you were the one that wrote this and you are stating that because one format doesn't work in the other device, that affects the exclusive/mulitplat status?

First of all, I was quoting (not word for word) dynamitecop's made up rules regarding exclusives.

Secondly, it has nothing to do with the storage medium itself, especially since PC's can also play blu-ray content. My comment was about the files that are ON the storage medium. You can put a Xbox One game into your PC's blu-ray drive and you'll be able to see the game's files, but you won't be able to actually play the game. It's even worse when you put a PC disk into your X1 because the console will simply tell you that it can't read the disk.

PS4 games will work on both PS4 and PS4 Pro, using the exact same disk (which means using the same content that is saved ON the disk).

My bad, I thought you were talking about the storage medium itself, not the particular files.

There is no such thing as "console exclusive" or "company exclusive." Console exclusive is a term coined by lemmings that used the Xbox 360/PC games as a means against the PS3. PC and Xbox brands are not "Microsoft Exclusive" as the PC is an open market in which even Sony (Playstation owner) distributes PCs. Furthermore, just because a game is Xbox One and Xbox 360, or PS3, PS4 and PSVita does not mean they are "exclusive." They are considered multiplatform games.
