Rurouni Kenshin is another classic, but out of all the old anime, nothing beats Bebop's technical quality. What they did back then with the art of it was amazing.
If games were made at the highest possible level and then scaled back on production builds, each system would have a build of the game specially tailored to it. They'd also be able to release optional high-res texture packs for example, and games would have options to increase their quality drastically in future, either via a remaster using original quality assets, or options within the game/engine itself to increase quality.
Fact is: Games are made for the lowest common denominator at the time of production. If a new system is aimed to be supported in future, it's either kept in mind and worked around (see: mobile ports), or the game is re-designed at the time of the port (see Witcher 2, Prison Architect, etc.).
Games designed for consoles and ported to PC (or multiplatform from the start) don't magically get higher quality assets or improved hardware/monitor/etc support for the PC version. We get the stock console experience unless the developer goes out of their way to create a proper PC version, and even then it can be limited (and usually is in regards to aspect ratio support, as most games are designed for 16:9). Therefore, consoles hold back games, along with lazy developers who don't think for the future.
Game development is not as cut and dry as some people think.
