No, it has been badly underrated because it was given to an unknown studio, it's not being made by Yuji Naka and it's more of SEGA of America project.
Also something important to note, is that Sonic Team had a perfect record on their home consoles. They totally forgot about Sonic for an entire generation, and were rather looking for new IPs to create. It's obvious that after SEGA went out of the console business, there was aa change in focus in the company, and probably could no longer afford to be as original as before. This obviously weight down a lot on the studio to the point Yuji Naka left.
