It has to be a CPP specific game. Until you've activated the device from within the game, you can't use it at all. Mario Kart 7 will not recognise the device at all.
I think the staggered console releases on the VC is deliberate. Through experience of how they managed the Virtual Console system on the Wii, maybe Nintendo feel that the sales of games on older platforms were being affected by the release of games for the newer platforms, like the Mega Drive, the SNES and the N64. Nintendo seem to be giving older consoles a chance this time around. Would black and white Gameboy games really appeal to a wider audience if SNES and GBA games were made available at the same time?
The EU are getting Super Mario Bros and Punch Out!! on the NES on 1st of March. The first of the NES games. We're also getting Game Gear before the month is out too. Things are starting to pick up.
This is just a guess but is it possible that at that time Zelda had not established itself as the dominant franchise that it is today and so Mario characters were inserted into the game in order to bolster its appeal to a general audience?

Zelda had been massively popular since the very first game in the series. The hype surrounding A Link to the Past was huge.
