I thought the PS3 or PSN actually has a cap on the DonwLoad speed. Like my internet DLoad speed is at 15 megs a sec, but it's still slow as hell on my PS3.
Hell my 5 yr old even knows better than that. He plays rockband all the time when i'm not around(little bastard is halfway done with expert). Of course he's been gaming since he was 2 and i threaten his life all the time if something ever happens. Shoulda gave some ground rules man.

no you prob just didnt equip level 2, cuz i believe all the levels are equivalent to their cost

You lvl up the skills by using them, in the case of the guns i believe you have to kill them, as with the knife also. It takes a lot of time, as for the speed i believe it's running and no crouching a lot.(which is why i have the sloth emblem..lol). As fro the lvl system itself the bar has three boxes for each lvl. you have to unequip the lower lvl to equip the next lvl up. You can use up to four points. so you can have 4 lvl 1's or 2 lvl 2's etc.. You just have to physically change the lvl of your skill. which you can do at anytime.

Make sure you are using your gamer ID and not your Konami id...yea i did that. ha ha Wow i really suck good thing i don't have a headset, or i'd get yelled at a lot. ha ha
Aw yuffie has the best Ultimate weapon. the conformer. If you equip it with morph, she'll do 9999 to everyone. great for gettin stat boosters in the sunken Gilenka(sp?) I don't like vincent's LB's, don't like characters you can't control.
You know i was thinking about this. well more for the guitar, has anyone tried crossing systems. I mean the guitars do the exact same thing. plus it's not like anyone is losing money. i mean Harmonix still gets the money. Anyway just ranting.
