@MJ-X: Not really; In japan they care about mutilation, guts removal and that kind of stuff. A impalement is considered lower impact. Different places, different standards. Berseria, also, that was Namco's decission to change that scene. They could have sold the game with a higher rating but decided to go for a lower one (Name it greed, potential sales, whatnot) Tales of Xillia 2, as you provably know, was released in Europe with a +16 while showing scenes with dead kids over pools of blood in the train scene at the beginning of the game.
@dorog1995: True. But that is because the CERO rating system (which became more strict in recent years). Back them didn't even exist (It was founded in 2002)
