Thanks for the suggestions. I do have Windows 7 64 bit. Budget is around $200 I suppose but I am going to consider price/performance with this purchase.

Well just went through reviews of the 965 on newegg. I searched "fan" and everyone says it plain sucks or is loud. I did see one person say he was getting 3800 rpm as well. I'll just have to buy a new one.
there are some aftermarket coolers that are really good and cheap.
Look into the cooler master hyper 212+. Just dont buy it from newegg since they jacked up the price since its so popular. you can get it for less then 30 bucks if you look around.

If the cpu isnt flush with the cooler it cant cool right and the higher rpm on the fan is the result because the motherboard sees the cpu getting hot so it increases the fan speed to try to cool it. You need to get the bracket and cooler flush. Also another thing is that you have a noisy fan which you can get. The bottom line is to make sure the cooler is secured and the cpu does not go above 60C while being used.04dcarraher
Well the cooler is right on the cpu. Its just that the bracket around the cpu socket is lifted up a bit.
Noob question: Is there a way to see the cpu temp without checking it in the BIOS?

Alright, I'll look into them. I just want to make sure the noise is not linked to anything going wrong with the system. Damn I don't want to spend more money haha. Oh well.
Alright so I set up my build todayand everything has worked awesome except one thing...the cpu fan is so loud. I would say it is about as loud as an Xbox 360 (That is in game with the 360 and with the computer all the time, doing nothing intensive). While playingSC2 it got significantly louder. The cpu temperature is 40 C and the fan speed is 3850 (whatever the units are).
It shouldn't be this loud right? Anything I can do to quiet it down?
I will say when I installed the HSF I couldn't clip it to the motherboard without loosening the cpu bracket. Because of the tight fit the bracket is not flush with the mobo. Do you think this is part of the problem or is bad in any way for the computer?
The motherboard I have is a Gigabyte 870 UD3.

Ya it sucks. The next laptop I buy won't cost more than $500 w/ one year warranty. They are not meant to do intensive tasks. Paying $1500 (or over $3000) for a laptop just doesn't make a lot of sense to me...unless you are always travelling and need something powerful on the road.
Oh btw did your warranty expire because I got a 3 year so I am still rocking that. Granted that cost another $200 or something ridiculous. I did get a free new hard drive after mine died though.

O wow alright I stand corrected if that really is 1300-1400. I guess I didn't realise laptop graphics had progressed that far. Certainly the core 2 duo he has is dated but I was thinking an 8800 or 9800 was a premium laptop card still. Plus I bought an XPS M1530 for 1500 two years ago. That had a core 2 duo at 2.2 and an 8600m gt. It cost $1500 :(
