I have not heard this "exaggerated" or slightly "cartoony" quality that you speak of in GZ. Well, the guards I could understand, but that is about it. And Hayter's voice would not fit with all that shit that will be going on
"Slightly" and have you head Kaz talk? Throughout the series all the voice work has had a certain vibrancy to it that Snake's voice now lacks. It doesn't need to be Hayter's voice, it just needs to fit Snake and with the rest of the characters.

Distinct? Yes, but there is nothing subtle about Snake's voice.
Point. What I mean to say is that regardless of the quality of the voice, the way a character speaks is a very important aspect of the character and Sutherland doesn't talk anything like Snake. Filtering through Hayter's gruffy-garblyness, Snake has a distinct cadence that Sutherland doesn't maintain. He just sounds like Jack Bauer. Again, not a bad voice, just not one that fits Snake.
Quite honestly, my first time hearing Kaz was in the e3 2013 trailer for TPP, and its red band version, and GZ. I recently played MGS1, so I heard his voice even though Liquid was posing as him He sounded real dark in the trailers, real serious. So in truth, maybe I am just bias, but the same could be said for a fan like you. Now, if we are speaking in terms of vibrancy, then I could see your point, seeing as how it does not seem like Sutherland is bring his on feel to Snakes voice, while also capturing that gruffness.
However, I do not really feel like you can say that his voice does not line up with everyone else's when we have not heard any new character speak. Really, regardless of who the new voice actor is, it is highly possible that none of them would capture that same feel, due to who you are use to. There is not other example of how Snake should talk, besides Hayter, and Richard Doyle, who voiced Big Boss in MGS4.
You will just have to get used to it. Another problem is the fact that Big Boss and Solid Snake had the same voice up until 4 and V.
