It depends of what you want. Lord of the Rings online has a lot less content and much less popularity but there is a big difference besides the fantasy worlds. With WoW It's all about the end game content, Blizzard only cares about the end game content. (They only fix bugs and the only update thy gave lower level content was give the new races from the Burning Crusade expansion their own areas.) A lot of people say level in WoW sucks but it's all about the end game. (although a lot of more people say the opposite but I tried it a number of times, high level I got to was 27)
Lord of the Rings has no end game content. Someone said a EA guy even said so. But as a result LOTRO has slower leveling. LOTRO is also more group based. (I also heard it has a better community.) Lord of the Rings is going to be the second Pay to Play MMO I'm going try BTW. :) (As soon as I get some cash...)

This isn't completely true. They have previously updated lower level content, raised stats on lower levels items, fixed low level quests and added low level zones. I agree they focus more on end game content, but it would unfair to say they don't update anything at lower levels.
I tried LotR and just couldn't get into it. Not for lack of trying, the game looks and plays great. It's just not the same polish as WoW to me. One thing that is definitely better is the community though, you don't find the little spoilt brats and PvP'ers flexing their (non-existent) e-peens, calling RPers "Noobz" etc. I never had this problem with LotR.
They both have trials though, yeah? You should just try out both and see which one you like.
I personally will be sticking with WoW until I can give Warhammer a go. WoW has a lot of variety, and the storyline is great if you're into the history and lore of the world. PVE encounters are excellent, end game is great, and also very rewarding. If the highest you got in WoW was 27, you haven't honestly seen much of the game. And considering the end game of WoW is 70, there's really no chance you could make a correct assumption on it, since you were still 40+ levels away from being anywhere near it. :)
