@Haeravon She can be both. It's quite possible to design a sexy, half-naked character who is made part of a 'social comment'. It's possible to raise and discuss questions in the form of art, without committing to a specific answer. Or the answer can be that her nakedness is fine, in several respects.
Particularly, it's possible to aim to design a character that is suited for cosplay, figurines, and - at the same time - for more or less insightful social reflection and discussion.
Anything deeper in the way of criticism would better wait until the game itself has been released.

Then you claim that this - something about it - is offensive to women and gamers (note that many women are gamers -- it's unclear what distinction you wanted to make). Clearly it is not offensive to all women and all gamers, and you fail to identify what exactly is offensive here and why.
