This pretty much. And there is some weird regio locking even within the same region. For example an US xBox might play a PAL game only if it is released in a specific country. If the same game in the same region is released in another country you can't play it. On PC you can easely work around that (just like you can play most japanese games by using japanese locals), but on consoles you have no chance unless you "break" the software on the system itself ... but that's far away from plug and play...
I see you couldn't guarantee it after all. As for the region blocking, that's done by the FIRST PARTY and is part of the design. PC incompatibilities are never by the first party, they're by the third and they are always unintended and systemic of a pseudo-platform. That is unless you want to count the Steam/Origin/Uplay systems as software locking. This type of division cannot happen on a real platform.
You are making no sense at all. So not every xbox game running on every xbox is okay because it is by design. But on PC where literally every game runs on every system (as long as it is programmed for the OS) somehow isn't okay even though it is the only system where you actually can make it run. I can play this stupid game as well: Show me a PC game that doesn't run on one specific computer that meets the requirements of the game and doesn't have any solution. Games being incompatible is no issue any more. I haven't seen one game on my Steam account being incompatible to my PC, we are literally discussing a non-issue here.
It's actually been a major issue on Steam and Valve specific games.
I played Half Life 2 and everything else on the Orange Box for years but over the last 12 months or so, have not been able to play any of it (my PC is actually great for gaming). I've looked on the internet for a solution and found thousands upon thousands of steam users with the same problem and no solution has been put forward by either steam or any one else. This shows that the PC and Steam itself is not perfect. Problems arise which a lot of people still need to try and fix.
Having said I agree with the overall sentiment of the thread, a console is no longer a quick and easy alternative to playing games HOWEVER, it does provide the cheapest method in the long run, because PC graphics cards get dated very quickly these days and to play graphic intensive games requires an update of the card, which is expensive and problematic for a lot of people, not to mention the entry point of a strong, capable gaming pc, which costs far more than a console.
With a console, there's the ease of mind that most games will be made with the abilities of the console in mind and in reality, the games are normally more stable and there's only a slight graphical difference between console and PC.
