Jaguar is only suppose to be 15% faster on average vs bobcat clock per clock.

That is because the FPU was anemic. Bobcat only has a 64-bit wide FPU, Jaguar doubles that to 128-bit and given the design of the PS4 developers should be offloading much of the FPU work to the GPU anyway (a lot of the customizations made are focused on improving compute performance). I'm not about to argue that a low-power Bobcat OR Jaguar has the same performance as a Piledriver for instance, but it doesn't have to in this case.
