For real now and forgetting balance for a moment, personally, I think she's just not a good fit as-is for Smash (or most fighting games for that matter) because her combos are Marvel-long, which messes with 'fluidity' -- those second-to-second moments that make fighting games fun to watch and play.
Like, in the average fighting game, the average combo would be lucky to hit three seconds (Random number; don't pick me on this). Whatever the time is, it's enough time to register that somebody done f***ed up and is getting punished for it and then it's over and it's perfect like that. Once the combo's over, the player on the receiving end gets a chance to break momentum and turn things back in their favor while the other player puts in work to continue their momentum. It's fun like that because both players get to play effectively all the time and I get to watch both of them put in work all the time as the spotlight's never hogged until they deserve the spotlight for a KO they earned.
But Bayo? Naw, once she takes the spotlight, you can just put down the controller. Other player ain't gonna play for the next ten seconds even if the combo has no chance to kill. Other player's just gonna sit there and watch with the watchers who themselves notice only one person's playing. At minimum, it's jarring because Bayo's the only one to do this in a game with 50+ characters. At worst, it ruins the second-to-second nature of fighting games that make them fun.
The solution isn't to give everyone Marvel-long combos with high kill potential. Sure, that balances things from a mechanical perspective, but that screws with the concept of fluidity. ****, Sakurai's been trying to keep the series away from combos at all for the entire life of the series as he wants even the most casual of players to feel like there's something they can do to win at any point of time and it shows at all levels.

tl;dr: Don't ever bring Techno to watch some Marvel. Or UFC for that matter 'cause dear God, do matches drag out way too long the second someone's in a hold.
