PC developer CyberLink has support for CELL based Toshiba Spursengine.

yeah but IBM have abandonded CELL research and developement,,and SONY have sold off most there CELL manufacturing factorys,so the toshibs spursengine will not be needed beyond this gen, the next playstaion will be using a traditional CPU, so basically valve didn't want to learn to code for technology that won't be around next gen, although he was a little harsh, gabe actually turned out to be right
