I'm on a system that actually cost me less then 600 dollars and can play games very nicely.
Just for reference, a quick tour through newegg could easily result in a sub 600 dollar system that can keep up nicely with games these days. Its gonna depend on what you desire to play on. If you planned on playing on some 26+ monitor or lcd tv screen then overall you would want a ps3/360 as a 600 dollar system would be a bit of a stress for such resolutions (600 dollar system is a nice mid range so for me 20inch monitors would be desired max 1650x 1050 max resoultion ideally).

Thats about 500 right there for a good midrange case.
There is also something that could be a nice midrange such as combo deals like this http://www.newegg.com/Product/ComboBundleDetails.aspx?ItemList=COMBO.377103 that could result in a nice midrange system when finished and could actually be cheaper but it really depends on being a frugal shopper for pc parts and finding great deals (example.. I got my bfg gts 250 in july for $85 dollars during a newegg egg shocker day deal)
Now system to system, you also have to consider what games you want to play. All 3 have great titles but keep in context that many 360 games get ported over to the pc. Outside of that you could look up http://adrianwerner.wordpress.com/games-of-2010/ which is all the games scheduled for this year on PC (its missing one though "shatter"). Also realize that the pc can have more options outside of gaming for you but it all depends on what you are doing with it. Offcourse there are extras for pc such as download game services such as impulse, steam, direct 2 drive, gamersgate and even EA download service that provide many games on great discounts. (bad company 2 3 weeks ago was 19.99 on download for PC with a pax coupon code and it being 10 dollars off). Also take into account that many pc games are 10 dollars cheaper out of release compared to consoles but certain games can have horrible drm (dang you ubisoft lol). Keep in context of peripherals for your system. If you a race fan for example you might not like that nice racing wheels won't work on 360 such as the logetech g25. Another extra to pc is modding though sadly has been in decline in later years but allows for some great additions to games such as fallout 3, oblivion, etc etc. I still like to play star wars empires at war with mods allowing me to use any battleship from the star wars universe.
Conclusion:
If gaming over 26 inch screen, I would go for a console as the price to performance would match up.
If you ok with a 19-20 inch screen and want something with great games, a system that stretches ALL game genres nicely, can do more then a console generally speaking outside of gaming, longer longevity on older games (pc players build up long time fanbases with great games where consoles players seem to move on to the next great game) then go for a 600 dollar PC.
