Viewer votes don't determine the winner. If you look at the top of each category, it says "Tell the world who should win" then says smaller and in parenthesis that "the VGA Advisory Council votes on winners." So there's a board that decides the actual winners, just like there is for, say, the Academy Awards. No different than the GS Awards. We can vote, and they'll list the winner of the Reader's Choice votes... but the actual winners are the ones the editor's pick.Edit: For those interested, the members of the advisory council, who decide the VGAs, are:
